The global governing body announced it would press ahead with a consultation on FIFA Forward Enterprise (FFE), a proposed vehicle designed to sell minority stakes to private investors. An investor group led by Thrive Eternal, backed by Joshua Kushner's family office, is waiting to secure a stake in the venture.

President Gianni Infantino has publicly endorsed the scheme, which FIFA claims would allow member associations to take meaningful ownership of commercial opportunities within their own countries.

UEFA's response was unambiguous. The 55-member confederation rejected the plan "unanimously and unequivocally" and declared that no European national teams would compete in any FIFA tournament unless the proposal is abandoned entirely and binding guarantees given that competitions will never again be opened to private ownership.

According to Sky Sports, CONCACAF, representing 41 nations from North and Central America and the Caribbean, also "rejected the proposal" outright.

FIFA's Friday statement acknowledged the backlash but framed it as a consequence of "incorrect media reports" disrupting its planned consultation process. The governing body stressed that member associations would be afforded a democratic vote on the matter, though it stopped short of any commitment to withdraw the plan.

The standoff presents FIFA with an acute problem: promises of substantial returns to national associations cannot realistically be fulfilled if the men's and women's World Cups proceeded without European participation. Global and domestic leagues are similarly opposed, fearing the commercial pressures will drive FIFA towards larger and more frequent tournaments.
